The first two lines of Cut Main Fabrics should be -
cut (1) 4 1/4" strip into (9) 4 1/4" sq.
cut (1) 4 1/4" strip into (5) 4 1/4" sq. and (1) 3 1/2"x 6 1/2' [A] 

If you have already cut some 4" squares of the main fabrics, cut the same number of background squares down to 4".  Pair the 4" background and main squares and proceed the same as the 4 1/4 squares.  When the half square triangles are sewn, there will still be a little margin left to square them to 3 1/2" before assembling the blocks.

Use assorted Umbrella units, the white 2"x 4 ½" and the 2" squares to make the blocks.

Peppermint and Holly is designed as a 9" block.  When the block directions were written on the pattern, they were written for a 12" block.  So the setting triangles are too small if the 12" block size is made.  
If the blocks and cutting are already done with the wrong measurements, two options for a fix might be - Cut larger setting triangles, 18¼" squares instead of 14" for the side triangles, 9" squares instead of 7¼" for the corner triangles.  Or add a strip to ones already cut (use the border fabric for an add-on strip?).  Or cut down the blocks - the 9 sections can be cut apart from each other and cut down to 3½”.

Must be able to get at least 42” of usable fabric from some of the 7”x WOF strips to have enough for the sub-cuts.  Make sure the first trimming of the selvage is minimal.
The cutting will also work out if sub-cuts made doing the 13½” first, then 12” if any, then the 7”.

Background    Cut 8- 7”x WOF strips
    Sub-cut  2   into 3- 13½”x 7”      
    Sub-cut  1   into 2- 13½”x 7” and  2- 7”x 7”
    Sub-cut  5   into 6-  7”x 7”
  Total Background   8- 13½”x 7” and  32- 7”x 7”
